የፌደራል ቤቶች ኮርፖሬሽን ቀደም ሲል የኪራይ ቤቶች አስተዳደር ድርጅት በአዋጅ ቁጥር 58/1968 ተቋቁሞ በልማት ድርጅትነት ሲተዳደር ከቆየ በኋላ ከ2000 ጀምሮ በአዋጅ ቁጥር 555/2000 መሠረት የመንግሥት ቤቶች ኤጄንሲ በሚል ስያሜ ወደ ፌዴራል አስፈፃሚ መስሪያ ቤት ተቀይሮ ሥራውን ሲያከናውን ቆይቷል፡፡ ይህ አደረጃጀት በወቅቱ የፌዴራል መንግሥት ንብረት የሆኑ ቤቶችን በአግባቡ ለማስተዳደርና ለቤቶቹ የሚደረገውን ጥበቃና እንክብካቤ ለማሻሻል ታስቦ የተደረገ ቢሆንም የሚፈለገውን ውጤት ባለማምጣቱ ድርጅቱ ዘርፈ ብዙ ችግሮች ውስጥ እንዲገባ ምክንያት ሆኗል፡፡ በመሆኑም ኤጀንሲው ተልዕኮውን በአግባቡ እንዲወጣ በየጊዜው የተለያዩ ጥናቶችን በማካሄድ ተግባራዊ ቢደረግም ተቋሙ በመሰረታዊነት ከችግሩ መላቀቅ እንዳልቻለ በተደጋጋሚ በተደረገው ጥናት እና የአፈጻጸም ግምገማ ማየት ተችሏል፡፡
