Chief of Party (COP) – The COP will lead the program’s strategic direction and to manage the design and successful implementation of project activities. S/he will supervise all key personnel to ensure compliance and responsiveness to client priorities and policies and procedures. Candidates must have a master’s degree with at least eight years of progressively responsible experience managing complex agricultural development, food, and nutrition programs in a developing country, preferably in Sub-Saharan Africa and Ethiopia.
Deputy Chief of Party (DCOP) – The DCOP will supervise technical teams and senior technical staff including partner staff; assist the COP in overseeing and managing project operation and administration; and lead technical collaboration with relevant partners and stakeholders. Candidates must have a master’s degree with at least six years of progressively responsible experience managing complex private sector agricultural development programs in a developing country, preferably in Sub-Saharan Africa including Ethiopia.
Director of Finance and Administration (DFA) – The DFA will lead major administrative and financial activities within the USAID Ethiopia FAST project. S/he will work closely with the COP, DCOP, and other staff to assure implementation of budget, reporting, and other administrative aspects of the opportunity and will oversee F&A activities with partners across program regional clusters. The DFA assists the COP in overseeing financial and administrative activities and must ensure overall compliance with USAID rules and regulations, financial management, personnel recruitment and management, subcontractor and grants management, and activity start-up and close-out. Candidates must have a Bachelor’s degree and at least 8 years of experience in financial and administrative management for donor-funded projects, and management of grants, other local sub-contracts/subawards, including five years of progressive experience in a supervisory role.
Monitoring, Evaluation, and Learning (MEL) Director – The MEL Director will work closely with the COP, DCOP, and other staff to assure implementation of all monitoring, evaluation, and learning aspects of the opportunity and will oversee MEL activities with partners across zones of influence (ZOI) or focus regions of this program. The position will be based in Addis Ababa, Ethiopia and is contingent upon program award and USAID approval. Candidates must have a master’s degree and at least 8 to 10 years of experience in data management and analysis for M&E, learning, and adaptive management. Demonstrated experience designing and implementing MEL systems on complex donor-funded development projects. Experience implementing MEL activities in agriculture and nutrition, food security, and/or economic empowerment for vulnerable populations is desirable.
